Answer:

If the goverment passed a law that could potentially disrupt the lifestyle of many citizens in the state, for example if many people where starving or don’t have shelter or medical care, federal troops can help.

Explanation:

So, bascially, say the goverment passed a law saying people being over-payed had to do something that would cause many people to become homeless or starve, usually the federal troops can help pass out things. Additionally, i’m pretty sure the federal troops have medical workers so they can help anyone who can’t pay their medical bills.
