A line perpendicular to this given line will have slope which is a negative inverse of the given one.

Any straight line will have the equation;

            y  = mx + c

y and x are the coordinates

m is the slope

c is the y-intercept;

    y  = \frac{1}{5}x  + 12 , slope of a line perpendicular is -5;

   Let us find the y-intercept c, of the new line;

         1  = -5(-4) + c

        1  = 20 + c

          c  = -19

Now, the equation of the line is;

        y  = -5x - 19
