Answer:

Charles Edward didn't receive hemophilia from his father leopold because the disease is not carried on the Y chromosome and Helena didn't have the trait. Hemophilia is carried on the X chromosome this is the reason which this disease is very rare in women as compared to men. Women can be a carrier for this disease if her son receives the affected copy of the X chromosome then the son will have hemophilia and Y chromosome from father wont be able to compensate as it doesn't carry the gene. However if the women has a daughter and she receives the affected X chromosome from her mother then her father can compensate her with his X chromosome since it carries the relevant gene. The only possibility in which a women can be affected is the case in which both her mother and father suffer from hemophilia and they donate the affected genes.
