1-As a general rule and in ordinary circumstances, the simple answer would be “no,” tribes are not required to follow the state orders. Under federal law, federally recognized tribes are semi-sovereign nations that exercise governmental powers and sovereignty over their members and territory.
It allows the Government of the United States to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution."
The steps in the naturalization process include:
1. Determine if you are eligible ( review the naturalization eligibility PDF on the homeland security website )
2. Prepare & submit your form N-400, Application for Naturalization.
3. If you need to have your biometrics taken, USCIS will send you an appointment notice with the date, time & location.
4. Complete the interview at the USCIS office that they will schedule with you.
5. Receive a decision from USCIS on your application.
6. Take the Oath of Allegiance to the United States at a naturalization ceremony.
7. Review and understand U.S. citizenship.
