In response to the Soviet invasion of Afghanistan, President Carter boycotted the Moscow Olympics in 1980, placed an embargo on grain exports to the Soviet Union and funneled aid to fundamentalist Muslims in Afghanistan who fought a guerilla war against the Soviets. The only messure he did not take was to decrease military spending.
