Explanation:

Large spending bills, in general, necessitate a great deal of debate and compromise. Legislators clashed over funding issues while supporters worked to pass these bills. Due to disagreements over how the budget should be divided, lawmakers had to extend the highway and mass transit bill seven times in 2005 alone. When you combine that disagreement with the fact that many of PRT's powerful supporters were already in hot water, you have a recipe for disaster. The bill was never endorsed by Congress.
