3. The image strongly suggests that those who drive drunk may end up serving time in  jail.  Nope, this image strongly suggests that those who drive drunk might end up dead due to a nasty vehicle collision.

4. The image indicates to people just how many drunk drivers cause accidents each year. I do not see anything about numbers, just a destroyed car.

The answer you are looking for is A. The image powerfully shows people that drunk driving can have deadly consequences .
