This would create chaos and, people might start reacting in any way they deemed fit. Once done, the details of the Constitution was presented in front of the voters for their say. This allowed the voters to see what they were gaining and what were the things they were losing. Based on it they had to vote in favor or against the Constitution that was presented in front of them.
