As the colonies developed, and especially such colonies as New Engand, some of them started developing so fast, and producing goods at such a pace, that they were slowly becoming self-sufficient and independent from the products that were being brought by England. As part of the reason why such European nations as England, and Spain, maintained their colonies was also because these colonies opened up market opportunities for the goods produced in the motherland. So, of course, countries like England did not need said colonies establishing competition, and becoming self-sufficient. Yet this was starting to be the case for New England, a colony that began to develop its manufacturing capabilities really fast and thus became a threat to the English as this meant that they would become self-sufficient and could empower other colonies to do the same. This is why the answer is C.
