This is more of an opinion than anything but;

I don't believe the Germans necessarily wanted revenge. After WWI, Germany was in a deep economic depression, which is what influenced many German citizens to vote for Adolf Hitler as president. I believe Hitler had his own ideas in mind, and fought to make everything fit to his perspective--although he had a very violent way of doing so. This lead to the start of WWII.

Japan is the opposite in the sense that, they wanted revenge. They didn't exactly receive what they wanted in WWI, and with the placement of a more Militaristic government, and a fast moving economy, entrance into WWII was more than likely, their initial goal.
