To give you a better aspect on this assignment, you have to find any problem (big or small) in your community to solve. They never specified what type, so you can practically write to an official you know about the smallest problem you can think of that makes some sort of impact.

You're in college, right? Maybe find a problem in people's dorms or something like that.

That could be a way to make an effective argument. Either way, you might have to do a little thought out research.
