The sentence which uses correct punctuation is C. In time, of course, all issues get resolved, but not necessarily in the way you would like.
In A, the comma before he was concerned should be a dash. In B, there should be a colon before a flashlight, not a semi colon. In D, there should be a comma before yet, and not a colon.

Subject: Request for providing the budget for youth club of our locality.
Sir,
With due respect, I would like to draw your kind attention towards the constant delay in the allotment of funds for the youth club of our locality. Youth clubs play a significant role in bringing social change, promoting skills and knowledge, enthusiasm, encourage them for adopting a holistic approach for everyone's growth and development, enhancing well-being, giving scope to youth's dreams and aspirations of a better society, and much more.
We have requested this fund a long time back but since then, there's been no response. It has been almost a year yet there is no hope. Therefore, I request you to kindly look into the matter and get the budget for our youth club as early as possible.
Thanking you,
Yours Sincerely,
Sophie Williams.
Here are some examples of answers:
1. A song was sung by Rita.
2. A restaurant was opened last year by them.
3. An interesting story was told by granny.
Now use these, and this website: https://webapps.towson.edu/ows/activepass.htm
to help you with the rest.
The way I like to remember it, is to take the first noun and the second noun and switch them, then alter the verb tense and sentence structure to make it make sense.
