as I think, secular ideas are not biased towards any religion. They are respecting every religion. Yes there is some countries that say that are secular but they are effected with religion. some countries are anti religion and they also say that they are secuar. so here, the definition of secular is different. so if here you mean positive secularism ( positive secuarism is where country respect every religion and treats religion as person's personal thing) then secular ideas are different because they are not biased towards any religion and respect every religion. But there is one more thing — there is secularism of western countries and secularism of my country India. western countries treats religion as person's very personal point, they stay away from religious traditions even if they are wrong but in my country India secularism is different. Indian Constitution allows indian government to interfere religios practices if they are limiting fundamental rights. like in 2017 indian government banned triple talak because it was limiting fundamental rights.
