Who were the two children the Spirit had under his robe?

The second thing that Scrooge notices about the Spirit is what Scrooge describes as "a foot or a claw" protruding from underneath the Spirit's robe. The Spirit opens his robe to reveal two wretched children, a boy and a girl. The Spirit identifies the boy as "Ignorance" and the girl as "Want," or poverty.

What did the Spirit tell Scrooge about them?

There was a girl and a boy. The boy is Ignorance, the girl is Want. The Spirit said to beware of them both.

How has Scrooge's perspective changed as a result of his experiences in Stave Ill? "

Scrooge changed in a number of ways as a result of his visit with the Ghost of Christmas Present, mainly because of the tactics employed by the spirit.  The Ghost of Christmas Present relies heavily on shock value to get Scrooge to change.

Since the civilian is standing next to a pile of leaves, it can be assumed that the citizen is growing a Victory Garden, which is growing food at home to provide more food for the soldiers fighting the war. The other soldier is on the other side of the fence. Normally, fences separate, which means that the soldier is separated from home, fighting the war in Europe.
TLDR;
The one on the left is a soldier, while the person on the right is a citizen.
