c) The article includes a quote from Jaworski stating that there was no agreement or understanding between Nixon and the special prosecutor’s office related to Nixon’s resignation.

Option C is the best choice. It says that Jaworski did not have any agreement with Nixon over his resignation. The quote is "there has been no agreement or understanding of any sort between the President or his representatives and the special prosecutor relating in any way to the President's resignation."  He further goes on to state that there "was not asked for any such agreement or understanding and offered none." The only reason Jaworski would need to specifically make a statement is if many people were wondering whether or not Nixon's resignation meant that he would be pardoned for his wrong judgments. The other options do not work at all.

Volgvan
The purpose of personification in the above excerpt is to give human characteristic to death which is considered to be a non human. Writers usually use personification in their write ups in order to bring an inanimate objects to life so that their actions and natures will be better understood.
