Francis Scott Key, he wrote the National Anthem (Star spangled banner) because we witnessed us winning the war.
Answer:
*Civilization really hasn't changed over the years that much because us humans still break our backs to get to the goal that we would like to accomplish. But there has been maybe a few bit of some changes, we have technology now, we can do a bit more things that we couldn't have done back then in history.
*Civilization changed over time because we needed it to, Because we actually wanted it to. Through the years we worked hard as a slave just to feed our families, so basically civilization changed for such a good reason. Civilization changed for Us.
Well, this answer is hugely personal, but I'd argue it's due to the US's law against international intervention (it took the Japanese attack on Pearl Harbour to finally convince the congress to join the war) and the fact that fascist ideas were pretty popular in the south of the country, namely in the regions that were sympathetic to racial segregation with whom the idea of a superior race promoted by fascist and nazi ideology was pretty popular. Again, this is based on my opinion, I am no pre-WW2-American scholar!
I believe the answer is B-The consent of the governed.
