I said he was not a good ruler because of tyranny. He made every forms of religion to be outlawed because he wanted people's loyalty, obedience and allegiance to be with the government alone. This makes him dictator who took away people's freedom.

He ordered for the destruction of all books that existed before his rule just so that his rule and Qin dynasty would be established as history's first. Those who did not bring their books for destruction paid with their lives.
