What makes the changes substantial is the fact that the Act is meant to reduce recidivism through the creation of programs to prevent so.Pregnant prisoners , according to the Act , can no longer be shacked and the young will not be held in solitary cofinement.Minumum sentences will be reduced and the number of people in jail will not be  as astounding as it is today.
