okay so i would add a new required class for elementary to high school. this class teaches you about disabilities and sign language. this would make it a lot more comfortable for people with disabilities to go in public.

Explanation:

if this is building wise i would build a tall stucture un the middle and make it so people can go up and look atound the place from above. this attracts tourists and that makes income.
