Because theres a - on the outside, theres technically a -1.  

so distribute it and it becomes -x+7

Another way to look at the problem is -1(-x-7). So you would do -1 times -x which gives you positive x or 1x. Then take -1 times -7 which gives you 7.
So the answer is x+7.
