She introduces the relief camps by explaining that she went to the park to sleep as soon it started to get dark. She describes the things she saw and heard at the relief camp throughout the night to give the reader a good idea of what it was actually like.

As far as I can tell, there are no characteristics that they are lacking that would help them in detective work.
