Was the Immigration Quota Act negative or positive?​

Negative because it prevented immigration from Asia and set quota on immigration coming in due to myths that immigrants would take away jobs from Americans already here. But some immigrants coming in were highly educated therefore if the quota was met they could not come in till next year
