9x = 0

2/14 = 3/14
cross multiply
(14)(3) = (14)(2)
42 = 28...not correct...no, this does not form a proportion

little tip ** proportions are nothing but equivalent fractions and 1/7 does not equal 3/14...now if it would have been 1/7 and 2/14...then it would have been a proportion
