I think the best way to do that is by targeting younger individuals in poorer places and teaching them, or at least giving them a guide on how to pursue certain goals and leadership positions, and mainly get out of the difficult environment that they are growing up in. Coming from someone who has lived in such an environment, schools do not teach kids from a young age how to navigate adulthood and formulate a strategy on pursuing such positions/goals.

Sorry to disagree but I think the answer is flower-tops. The poem is about nature yes but the term heads seems to refer to the flower-tops as the topic was daffodils. This is personification as if the daffodils were humans that could dance.
