Congressional-Seal-300x300Los Padres Fundadores desconfiaban mucho la concentración de poder gubernamental en una sola persona o un pequeño grupo de personas.  Para proteger contra el poder concentrado, cuando escribieron la Constitución, la diseñaron para separar los poderes de gobierno en tres ramas: legislativa, ejecutiva, y judicial, y dividieron la soberanía entre el gobierno federal y los estados.  Para los Fundadores, la separación de poderes y el federalismo americano no eran suficientes para proteger la libertad del pueblo.
