So, with the reader being introduced to a character being snarky and bragging about how they “will” earn a position that they themselves desire— meaning, via foreshadow, that it would not be unlikely for this stated character to NOT get this position.

(Because this can also cause conflict in a story and add more elements to it If a reader is paying good enough attention to what they’re reading in the first place.)
