Citizen participation is an important factor for the government to be able to function efficiently.  Other activities such as volunteering or helping out elderly citizens are definitely welcome, but not considered official duties.

And as they grew more powerful they started to become the top boss of the place. As they grow more powerful they grow more wealthy. With more wealth their power extends even more.
