In America, it is attributed to have started around 1790 by Samuel Slater, who opened the first industrial mill using some of the British industrial methods.

In Asia, it happened around the 19th century in Japan, and later an industrial boom occurred in the 20th century in other countries.

Their powers are limited, first, by the fact that they are elected for only short terms, and must be re-elected if they wish to continue in power, and secondly, and much more importantly, by the Constitution itself, which puts express written limits on their powers even between elections.</span>
