Why would it be difficult for 13 individual states to form one single country?

Many reasons, for example the each state has a different group of leaders and each state has different rules so if they were merged into 1 country , lots of the rules would be against one another and a final decision would have to be made. overall, the process would be very long and not worth it in the wnd

I think not, because it should be anyone's best interest not to start a nuclear war with anyone. Nuclear bombs destroy land and makes the land bombed unable to support life for a long while, since all the plants are destroyed and water and land is contaminated.

New states in the west allowed suffrage for all white males regardless of property. SInce some older states felt threatened (more people would move to the west, in effect changing the number of representatives for the house), they also started eliminating voting property requirements. Thus, contributing to the <span>growth of democracy.</span>

A major difference between the two is that Herbert Hoover was much less interventionist than Roosevelt, intervenionist meaning a person who believes the state should intervene the economy in order to fix it, instead of leaving all economic solutions to the market alone.

Hervert Hoover only reluctantly applied some interventionist policies to try to end the Great Depression: for example, signing the Agricultural Marketing Act of 1929 which allowed the reduction of crop surpluses that were a cause of farmer's economic ruin. But beyond a few other measures, there's not much else to his presidency. He did not even end Prohibiton for example.

FDR on the other hand, gave a lot more power to the state. He implemented a series of reforms known as the New Deal, with the aim of ending the Great Depression. He also ended Prohibition, and led the country during World War II.

In general terms, most historians coincide that Roosevelt was a much better president than Herbert Hoover.
