Ordinary people practice eugenics every day by following superstitions and making judgements about people or groups of people (whether they are conscious or not) and trying to "better" the human race in a number of ways. Examples of this are: superstition, racial profiling, the good ol boy system, institutionalization, population control, tattoos and piercings, and genetic enhancement

An ethical concern is a problem that requires someone to choose between alternatives to label something as "right" or "wrong", hence the ethical part.

So, I assume that ethical concern, regarding research, is when you must label different sources as obtaining proper information, or if it's incorrect(?). 

I'm only guessing here, sorry, but that's the best I have.
