The Articles of Confederation was the first constitution for the United States. The Articles was known for being very weak and giving little power to the federal, or national, government. Under the Articles of Confederation, the government could not tax the states, draft soldiers, regulate trade, or create and enforce laws properly.

<em>The Articles of Confederation was not specific enough about Congress' ability to enforce the Articles. </em>Congress had little power and could not do a lot of things that it needed to do to keep the country strong.

During the Constitutional Convention of 1787, the original goal was just to amend the Articles of Confederation and make it stronger. The Articles ended up getting scrapped altogether and the United States Constitution was created instead, which gave power to the national government. The Federalists were in support of the United States Constitution, but the Anti-Federalists feared that the new, powerful government would abuse its power onto the citizens. To prevent this from happening, the Bill of Rights was created to protect the rights of the people.
