In your example, a means of foreshadowing could be multiple methods, from subtle hints that he enjoys or craves his power to how he uses it constantly to fight evil or whatever. However this works, they're subtle hints that foreshadow that he may turn evil himself by doing so.

Generally speaking, foreshadowing is really a means of trying to hint at something like that, but of course people can also pull a trick on the foreshadowing element was misleading by not having what it was attempting to "foreshadow" come to pass.

There are a lot of orders that are often given from the office of the president. In regards to this Executive Order 9066, Japanese Americans were  said to have been imprisoned as a result of President Franklin D. Roosevelt's directive, which was issued on February 19, 1942.

This was one authorizing the forceful evacuation of all people deemed a threat to national security from the West Coast to "relocation facilities" further inland.

Note that About 275,000 Japanese people migrated to Hawaii and the mainland between 1861 and 1940; the bulk did so between 1898 and 1924, when immigration rules that prohibited Asians from entering the country were implemented.

Thereafter, On the West Coast of the US, other Japanese immigrants established themselves and engaged in fishing, farming, and running small companies.
