To me it means that this man wants to be free. Free to do what he wants with his life. He wants to be able to travel freely, have the freedom to talk when he wants to talk, etc. He wants to be able to follow the religion of his fathers but sometimes he cant do so. If he does follow the the laws, the quote says 'or submit to the penalty' which means getting punished.
