Answer:

The AOC (Articles of Confederation) gave the state government more power then the national government because the founding fathers were afriad that the federal goverment would become a tyranny, like Great Britian. The federal goverment didn't have the power to request troops from the states so the US military relied on volunteers, which there were few of. The state militaries didn't send any troops so the US was unable to repond. The AOC existed for the first 5 years but then they had another constituional convention in which they overturned the AOC and drafted the constituion we have today.
