While it could raise concerns about freedom of assembly or another constitutional right,  "the federal government has the authority to limit rights as long as it has a compelling justification and no better alternative," and also as stated in this quote "Saving the lives of its citizens is without a doubt the most compelling government interest." As a result, the First Amendment is not violated in this case.
