Syria is considered a unitary republic with a semi-presidential style of government. However, the controlling parties practice a highly authoritarian regime with most of the political power in the AL-Assad family's hands. People doesn't have more option if the want to "live".

2. If I live in that country, I think I feel like a hostage. Elections over there aren't free, and they're certainly not fair. The resulting optics are not democratic enough. They buy the government a minimum of democratic credibility abroad without seriously imperiling its hold on power.

The early states as those seen in the Sumer, where city-states. Small in size, ruled by a king with the support of the local people and land lords.

The ruler also had a small army to maintain local order and to protect against foriegn invasions.

In addition, the rise of Christianity and the shying away from the Roman polytheistic religious traditions also contributed, as the latter viewed the emperor as having deistic authority. Finally, because of the sheer size of the Empire, it was incredibly hard to govern on the fringes and the Roman Empire spent too much money bolstering its military might.
