The Supremacy clause says that the Constitution of the United States and all Federal law which are based on the Constitution, are above all state laws.

This therefore does not support stronger state governments as it puts states beneath the Federal government.

Other options wrong because:

  • Tenth Amendment gives states every power that the Constitution did not give the federal government so it makes states stronger
  • Eleventh Amendment makes states stronger as it prohibits citizens of other states from suing a certain state.

In conclusion, the Supremacy clause makes states subservient to the Federal government so cannot be said to make them stronger.
