The inference that can be drawn about the speaker from these lines is that;

C. She may be being processed by an immigration agency as she enters the United States.

The tone is what the reader feels after reading a text because of the choice of words used by the writer.

I can infer from the tone of the words above that the lady is being welcomed by a kind immigration officer as she comes into the United States.

This can be seen from her politeness and the papers which are most like official documents that she asks her to fill.

The author used metaphors and figurative languages to appeal to the audience. It might be added that Mill wrote those who agreed with him and he discussed his thesis by attacking the conservatives.
