Reconstruction is "The period during which the Federal Government controlled the states that had seceded from the Union during the Civil War; the federal government struggled with how to return the eleven southern states to the Union, rebuild the South's ruined economy, and promote the rights of former slaves."

The fact that this is a new country largely paralleled the power that individuals and groups had. The nation is still figuring out new things and this has never happened before and so they had nothing to reference. Also, the government is a republic/democracy, and therefore what the people wanted was what they got.

-It only takes 2% of the population to rebel against a government to take it over.
