Answer:

The reason people might say protecting the environment is the government's job is due to the fact that the government exists mainly to create rules, an example of this can be that the government could create rules such as not littering inside of habitats that harbor endangered species in hopes to cut back on their death rates. The reason people might say that it's every individuals job is because to protect the environment, everyone has to do their part. Such as the example of making a conscious decision to wait to throw something in the trash can instead of littering inside of environments that shouldn't have trash in them. I personally think both should be responsible, seeings as the government is comprised of multiple individuals that could do their part in protecting the environment by making that conscious decision or making rules that benefit all the different habitats.
