B is also incorrect since this speech is not about rebelling against the government in any way; it is for the equality of the people since Lincoln wanted to maintain peace among them. So, that's not part of our answer, either. Lastly, C is also incorrect, since the Civil War was not the last resort. He gave this speech during the Civil War, so how is that the last resort? Instead, he acknowledged the people that sacrificed their lives for the Civil War and promoting the soldiers to persist throughout the war.
