This city between a mountain range and sea would have alot of rain, with the mountains blocking wind and water from going to the opposite side of the range, leading to a drier climate on the opposite side.

The wind pattern would follow the mountains.

If I'm reading this question correctly you just have to find the difference of the first point given (L to L'). Once you find the difference of this point because it's a reflection all the other point will follow the same rule. So by applying this same rule you can figure out where K' is because you already have the original K
