The claim made by the chemists is based on conjecture rather than empirical evidence because nuclear fusion is the reaction between  two light nuclei to form  heavy atomic nucleus ( one or more ) . during the reaction between the nuclei the release or absorption of heat reflects the differences in the masses of the reactants and product. It is not dependent on the amount of neutrons released.  

Hence we can conclude that the claim is not credible because the Chemist claim is based on conjecture rather than empirical evidence.
