The argument that congressman Parrish made about immigration is that Immigration has to be postponed till Congress develops policies that require immigrants to be fully prepared to be loyal to America.

According to Lucien Parrish, Immigration to the America has to be stopped until laws and policies are put in place that would ensure that anyone coming to America was willing to obey the constitutions and obedient to the American flag.

He made this argument to prevent immigrants that did not believe in the American cause. According to him America did not need unsympathetic elements.
