From what i see about the picture it looks like a calm Cafe, where people are relaxing. The texture of the work is also very good, I like how the room looks balanced from putting people and tables on each side.
Chiaroscuro is the arrangement of light and shadow. It was founded by Italian artists during the Renaissance. Today, it is referred to as Modeling or Shading.
