The government is a social-welfare organisation. It works for the benefits of the common people without making any motive to maximise profit. Hence, the main agenda of the government is welfare maximisation.Governments provide the parameters for everyday behavior for citizens, protect them from outside interference, and often provide for their well-being and happiness. In the last few centuries, some economists and thinkers have advocated government control over some aspects of the economy.A more expansive concept of government as provider is the social welfare state: government can cushion the inability of citizens to provide for themselves, particularly in the vulnerable conditions of youth, old age, sickness, disability and unemployment due to economic forces beyond their control.Social problems and evils can be minimized in many ways, and the first and foremost is making people educated. With the spread of education, social awareness can be increased. The problems and evils can also be minimized, making strong laws by the government against them.Work with local structures to move resources down to community level, stimulate demand for services, monitor service providers and promote positive political and social change. On the demand side, consider social protection measures that reduce vulnerability and facilitate access to services for the poor.The government (1) provides the legal and social framework within which the economy operates, (2) maintains competition in the marketplace, (3) provides public goods and services, (4) redistributes income, (5) cor- rects for externalities, and (6) takes certain actions to stabilize the economy.

INTRODUCE: Introduce all your quotes using introductory phrases.  Here are some examples:

  • According to Michael Smith, “you should use the author’s first and last name when you cite that author for the first time in your paper” (1).
  • As Smith explains, “you can introduce your quotes with a number of different phrases” (1).  
  • Smith suggests that “if the introduction to your quote isn’t a dependent clause, it doesn’t need to be followed by a comma” (1).
  • Smith observes the following in his article: “When you use a colon to introduce a quote, you need a complete sentence preceding the colon” (1).

CITE: Provide appropriate parenthetical citations for all quotes and paraphrases (but not summaries).  Check the appropriate style guide for guidelines, e.g. MLA, APA, and Chicago.  Here are some guidelines for MLA style citation:

If the author’s name appears in the introduction to the quote or in the paraphrase, it doesn’t have to appear in the parenthetical reference, as the citations above illustrate.

If the author’s name does not appear in the introduction to the quote, the name must appear in the parenthetical reference.  See the following example of a cited paraphrase:

Some professors at UM take points off of your final paper grade if you don’t cite paraphrased or quoted material correctly (Smith 1).

EXPLAIN: Make sure to explain your quotes.  Provide analysis that ties them back to your main idea / topic sentence.  In other words, comment on the evidence in order to incorporate it into the argument you’re making.  

Here’s an example of a whole academic body paragraph that illustrates ICE: introduction, citation, and explanation:

He asked me to come to his party and bring a date, however I didn’t have a girlfriend. One of my other friends who had a date to go to the party with asked me about my date. I didn’t want to be embarrassed so I claimed that I had a lot of work to do. I said I could easily find a date even better than his if I wanted to, I also told him that his date was ugly. I achieved power to help me feel confident, however I embarrassed my friend and his date. Although this lie helped me at the time, since then it has made me look down on myself.
