I believe that they mean by saying “his deeds not match his words” is referring to, he can have kind and gentle gestures, but he talks in a unmannerly way. (rude or disrespectful way, most likely name calling or slang)

So they mean, he can act like a gentleman, but he doesn’t reflect his behavior in his words.
