If I were President Washington I would've told them how we will have a big central government because of all the states that will be added and their difffernces, and we will also have something like a small government because we will have things like branches and the house and senate to put the government into smaller pieces so not just a small group of people control everthing, and that we'd also have the Bill of Rights.
