I've read the book myself and in the time Pride and Prejudice, women had to rely on men for protection, that was also mainly because men got all the political and high-paying jobs.

My reasoning is when a woman isn't excepted it can either cause war or eventually leave someone to believe that lie. However, that is only something I could guess from the information given. The word 'encloses' itself emanates safety, because basically, 'encloses' means to close over, or to surround. If you don't find that trapping, it would seem more safe than anything else, along with what the sentence itself is trying to say.
