Give all raw materials to there country. Let them make finished or manufacturing goods, them sell them back to the colonies.
The colonists had never accepted the constitutionality of the duty on tea, and the Tea Act rekindled their opposition to it. Their resistance culminated in the Boston Tea Party on December 16, 1773, in which colonists boarded East India Company ships and dumped their loads of tea overboard.
Because there needed to be legislation to rule the new country with. The Constitution was not yet written, and this was what was there instead. After the Articles of Confederation failed, the Constitution was instituted and enforced.
